Most people don't use one. the Diode is going to catch most of the energy when the relay switches off, so the capacitor is only needed for the short period before the diode starts conducting, if that's a problem, use a slower switch.
Since the resistance of the relay coil is fixed, reducing the voltage will reduce the current and power. The schematic above shows how the holding current of a relay can be reduced with the addition of a capacitor and resistor. The capacitor needs to be quite large – typically a 1000uF capacitor is perfect.
While the capacitor is filling with charge, the full supply voltage is across the relay coil and so the relay will energise as normal. Then as the capacitor reaches full charge, the voltage across the relay coil will fall to one third of the supply voltage – still sufficient to keep the relay energised.
In most installations, relays connected to the bus voltage transformers are provided to protect the entire SVC system from excessive overvoltages. The capacitors in the SVC are vulnerable to overvoltage and therefore determine the relay settings.
Especially when a relay coil is switched off a very sharp pulse is generated (due to the magnetic flux in the relay core wanting to induce a current in the coil). The flyback diode takes care of most of this but it is possible that it is not fast enough to catch the sharpest edges of the pulse. Then the capacitor helps to smooth these edges out.
